Madras HC Stays Centre's Slaughter Ban, Didi Defies Order in WB


Madras High Court stayed the Central Government's new ban on the sale and purchase of cattle for slaughter, for a month, on Tuesday. It directed the state and the centre to file replies within four weeks.

Indian states have their own laws on slaughter of cattle and beef consumption, but the Union Environment ministry's rule which comes under the Prevention of Cruelty to Animals Act, is applicable on all states.

A PIL filed by Madurai-based activist and lawyer S Selvagomathy challenged the constitutional validity of Rules 22(b)(iii) and 22(e) of the Prevention of Cruelty to Animals (Regulation of Livestock Markets), as cited by the Centre, arguing that the Centre has no authority to ban the sale of cattle.

Selvagomathy also argued that the ban offended the Right to Freedom of Religion and the protection of interests of minorities in the constitution.

Protests erupted across Tamil Nadu opposing the government's ban. The opposition parties slammed the Tamil Nadu state government for not opposing the ban.

The Tamilar Desiya Munnani will hold an agitation in Trichy on 31 May to oppose the Centre's 'forceful imposition of Hindu ideology'.

The Kerala HC too heard a petition which claimed the Centre had infringed on State's rights. Kerala Chief Minister Pinayari Vijayan has written to all other chief ministers to put forward a united stand against the centre. West Bengal CM Mamata Banerjee also expressed similar views.

She strictly told the officials in her administration that there was no need to follow the Centre's notification banning the sale of cattle for slaughter at animal markets till the state government issues a direction to that effect.

She, however, asked the police to take steps to stop cow smuggling in the border district of North 24-Parganas 'at any cost'.

Nepal joining China's B&R initiative a milestone, says Oli


Nepal's former prime minister K P Sharma Oli, who last year blamed India for his fall, said today that the deal signed with China for the Belt and Road initiative was a milestone and would take bilateral ties to a new level.

Oli, the chairman of Nepal's main opposition party CPN- UML, described as historic the agreement Nepal signed to join the ambitious initiative that aims to link China with African and European markets through a maze of road, rail and port projects in Asian countries.

He said the initiative, first announced by Chinese President Xi Jinping in 2013, "will not only serve the interest of China but it will also open a new door for economic prosperity for Nepal and other neighbouring countries."

Oli was addressing an event on the B&R initiative in Kathmandu organised by the International Concern Centre.

Recalling his participation in a programme on the initiative as prime minister, Oli said with the signing of the agreement Nepal-China relations have reached a new height.

Nepal government should take concrete steps to materialise the Belt and Road initiative, he said.
Oli, who became the prime minister of Nepal in October 2015, resigned in August last year blaming India for his fall.

He had then alleged that India was behind the months-long agitation by the Madhesis, who are of Indian-origin and were demanding amendments to the new Constitution for more representation, that led to his resignation.

Also speaking at the event today, Nepali Congress leader Ram Sharan Mahat said the B&R initiative would benefit Nepal on multiple fronts by expanding the road and railway networks.

Chinese investment would increase in Nepal through the implementation of this project.

Sonika Chauhan Case: Vikram Charged With Culpable Homicide


Bengali TV actor Vikram Chatterjee on Tuesday was charged with culpable homicide not amounting to murder for the death of model-anchor Sonika Singh Chauhan in a car accident on 29 April.

The charge carries a maximum jail term of 10 years. He was earlier charged for causing death by rash and negligent driving, which carries a maximum jail term of two years.

Chauhan was killed while Chatterjee was injured when the SUV they were traveling in met with an accident in south Kolkata.

The SUV mounted a pavement while trying to avoid an approaching car from a nearby lane and partially tilted on one side at around 4:30 am near Rashbehari Avenue crossing, according to the police.

Chatterjee and Chauhan, who were on the driver's seat and front seat respectively, were brought out from the mangled car by locals and rushed to a private hospital, police said.

While Chauhan was declared dead, Chatterjee was admitted to the hospital, police said.

Chatterjee, whose last film Khoj (The Lost) had been screened in several film festivals, had also acted in Elar Char Adhyay and Ami Ar Amar Girlfriends.

Woman 'sold, tortured' in Saudi to return home tomorrow: Sushma



A 55-year-old Indian woman, who was allegedly sold and tortured in Saudi Arabia, will return tomorrow, External Affairs Minister Sushma Swaraj said today.

"Thanks for bringing this to my notice. Sukhwant Kaur is returning home on 31 May 2017 at 0415 hrs by Flt G9406," Swaraj tweeted.

The minister's response came after her attention was drawn to a news report in which Kaur's husband Kulwant Singh alleged that she had gone to Saudi Arabia on a three-month tourist visa in January, but was sold and tortured there.

According to the report, Kaur, hailing from Jalandhar, was taken to Saudi Arabia by a Delhi-based agent.
Kulwant said his wife was in contact with him over phone for a week after she landed in Dubai. But a few days later, her phone got switched off and the agent also did not attend his calls.

"On May 7, my wife called me up from a hospital in Hail City of Saudi Arabia. She said the travel agent had sold her to a local resident and she was forced to work as a slave in his house and was being badly treated and even tortured," he was quoted as saying in the report.

Nine BSF personnels injured during mortar firing practice



Nine Border Security Force (BSF) personnel were injured during an early morning mortar firing practice on Tuesday at the Kishangarh field firing range near Jaisalmer in Rajasthan along the Indo-Pak border.

The incident took place at about 8:30 am when troops were participating in a firing exercise and a 51mm mortar fell short of its target at the forces' firing range in Kishangarh. While speaking to DH, BSF PRO Rajasthan, DIG Ravi Gandhi said, "Soldiers were immediately given first aid by an available doctor and evacuated to Ramgarh BSF where again they were given first aid. Subsequently, they were shifted to Jaisalmer. As per report 6 of them suffered minor bruises. BSF has also evacuated all of them to Jodhpur by helicopter and will be treated at MDM hospital".

This is the third such incident reported this year involving mortars at a firing range of the BSF that guards India's border with Pakistan and Bangladesh. A bigger and more powerful, 81 mm mortar, was accidentally blown up in January this year when BSF personnel were practising at the firing range. Two soldiers had lost their lives in this accident and three more, including an officer, were injured.

Another accident took place in March when a 51 mm mortar blew up, injuring four personnel. A few days later, six men of the border guarding force were injured in similar circumstances during mortar firing exercise in Jharkhand's Hazaribagh.

65% Fail Bihar Boards, Only 57% Pass in Jharkhand


Around 65 percent of students failed the Bihar State boards after stricter measures were taken to prevent cheating.

From a total of 12,61,000 students who appeared for class XII, roughly 35 percent passed the exams. In 2016, the pass percentage was around 67 percent.

Jharkhand too had a poor outcome in their board exams. Only 57.91% students have cleared the class X exams. The pass percentage for class XII students in the science stream was 52.36 percent.
Jharkhand has been witnessing poor results since 2003, but this year's figures were an all time low.
The Bihar School Examination Board (BSEB) declared its results for the science, arts, and commerce streams of class XII, on Tuesday.

The pass percentage in science was 30.76%, while only 37.13% passed in arts. The only silver lining was that 73.76 percent students appearing in Commerce stream passed the exams.
Khushboo Kumari of Simultula school is the science topper with an 86.2 percent. Ganesh Kumar from Utkramit Madhya Vidyalaya topped arts with 82.6 percent, while Priyanshu Jaiswal who scored 81.6% topped from commerce.

After the large scale cheating scam that was exposed after Bihar 'topper' Ruby Rai's interview, during which she was unable to answer simple questions from the syllabus, the former chairman and secretary of BSEB were arrested on allegations in connection to the scam.

Pak soldier rapes 30-yr-old deaf, mute woman in train washroom, held



Lahore : A 30-year-old deaf and mute woman was allegedly raped by a Pakistani soldier in a Lahore-bound train.

The suspect, a sepoy in Punjab Regiment and posted in Chaman, Balochistan, has been arrested by the Railways police and a rape case has been registered against him on the complaint of the woman's brother-in-law.

According to the FIR, the woman, a mother of three, was travelling with her sister and brother-in-law to Lahore from Quetta by Akbar Bugti Express on Saturday night. When she went to the washroom a man also entered and raped her, The Dawn newspaper reported.

The woman told her sister-in-law about the rape using sign language who alerted the Railways police. The police searched a couple of bogies and arrested the suspect. Later he was identified as a soldier of the army.

"My sister-in-law narrated the incident by using sign language and also pointed to the man who was sleeping in another bogie near the washroom," he said. He also complained that police had his sister-in-law medically examined thrice.

Meanwhile, the army personnel had contacted the police and sought custody of the suspect for trial under military laws.

How an Online Initiative Is Helping Children Fight Sexual Abuse



A young girl in rural Haryana was suffering sexual abuse at the hands of her biological father. She was too scared to tell her mother fearing that the father might harm her. What makes this story extraordinary is that, a few months ago, the girl filed an online complaint through e-box, an initiative of the National Commission for Protection of Child Rights (NCPCR), to safeguard the rights of children.

The Commission contacted the child, counselled her and encouraged her to tell her mother. Within hours, the mother contacted the Commission. After initial reluctance, she filed a complaint against the father. He was subsequently arrested under the Protection of Children from Sexual Offences Act (POCSO).

The girl had come to know about e-box through her schoolteacher. NCPCR started the facility eight months ago to provide easy and faster redressal to POCSO victims.

How Does E-Box Function?

When you visit the NCPCR website, right at the bottom you can find e-box as shown below.
Once you click the e-box button it leads to an animated video in which an elderly woman speaks in a compassionate way. She begins by saying "NCPCR aapka dost hai (NCPCR is your friend)" and goes on to mention circumstances under which a child should file a complaint to them.

The animated video leads to another page with 6 pictures illustrating the kinds of harassment a child may have faced. The victim has to select one of these pictures and fill in his/her details with a small description about his/her harassment.

E-box also provides a mobile phone no 9868235077, which is available 24/7. If a child is not comfortable sharing information, he/she can directly contact the NCPCR through this number.

POCSO Cases On the Rise In Schools

A few POCSO cases have shocked the Commission. It has released details of two such cases to bring out the gravity of the situation.

Case 1: Two young female teachers of a private school in Bihar were involved in raping several young girl students of the same school. One of the victims told her parents when she refused to go to school. Parents contacted the Commission through e-box. NCPCR members approached the state police for an FIR. During the investigation, police found that these two teachers were sexually abusing girls for several years. The teachers were immediately arrested and all victims underwent counselling.

Case 2: A cook of a school was the perpetrator in this incident. The victim in this case was a very young girl who had been going through the trauma for almost a year. Parents found out when the girl fell ill. Instead of contacting the police, they contacted the NCPCR because they were more comfortable with them and did not trust the cops. The cook is now in jail but the girl is still scared to go to school.

'Rise in Involvement of Teenagers'

The NCPCR says they get an average of 3-4 complaints relating to POCSO daily, either through e-box, postal service or mobile phone. In the past few years, the Commission has seen a rise in the involvement of teenagers in rape cases.

What Happens After A Survivor Contacts on e-box

Here are the steps followed by the Commission to aid POCSO victims:

Once the sexual abuse survivor contacts the Commission online by sharing a small description of the incident, an officer contacts him/her.

If the survivor has contacted directly, the officer, after listening to the grievance of the child, would request him/her to hand the phone to someone senior in the family. If he/she doesn't agree to involve someone senior, then after evaluating the situation the officers would meet the survivor.

If the survivor complains of threat to life then the officer will immediately call child helpline and approach local authority/police for assistance.

After meeting and assessing the case, the officer approaches the police to register the case and ensure that the perpetrator is taken into custody immediately.

The Commission will keep following the case until a chargesheet is filed by the police in the court.
The Commission will also help the survivor with counselling, if required.

An action taken report is given to the complainant for their feedback. The Commission will continue to follow the case until the survivor's family is satisfied with the action taken.

A young officer of the Commission said that in some cases, the abuse survivor and his/her parents have shown so much trust in the officers that even after the case is over, they continue to take advice from them.

NCPCR to Launch A Mobile App For POCSO Victims

Seeing the response of POCSO victims on e-box, the NCPCR has designed an app for mobile phones. Filing a complaint would then be just a click away. The NCPCR says the app has already been designed and is likely to be launched in a few months.

The National Crime Records Bureau data shows a steep rise in cases under the Protection of Children from Sexual Offences Act (POCSO). There were 14,913 reported cases in 2015, according to the latest report, against 8,904 the previous year.

In the last 8 months, e-box has received over 300 hits of which 37 cases turned out to be genuine POCSO cases. So far in all 37 cases an FIR has been registered, in some cases trial has also begun after chargesheets were filed by the police. Till date, the youngest sexual abuse survivor contacted via e-box is two and a half years old.

Dangal vs Baahubali 2 box office collection: Fans engage in Twitter war alleging fake numbers



After Aamir Khan-starrer Dangal crossed the worldwide box office collection of SS Rajamouli's Baahubali 2 (Bahubali 2), a Twitter battle has started between the fans of the movies.
Baahubali 2 had earlier become the highest grossing Indian movie ever with its record-breaking run at the worldwide box office. However, with extraordinary performance at China market, Dangal surpassed Baahubali 2 collection, and became the biggest blockbuster of all time.

The sports biopic witnessed overwhelming response at the China box office as the foreign audience has been going all gaga over the movie. Twitter is flooded with praise for Aamir's movie and many Chinese fans said they would love to watch Dangal multiple times.

Dangal completed its fourth week at the China box office with a whopping collection of over Rs. 900 crore, taking its worldwide total gross earning to over Rs. 1,700 crore. This splendid run of Dangal at China market has pushed Baahubali 2 behind in the box office race.
Nevertheless, this has now triggered a war between the fans of Aamir and Prabhas. While fans of Dangal are celebrating the film's success, Baahubali 2 lovers have been claiming that the Rajamouli movie will easily beat Dangal after it gets released in China.

PM Modi asks Europe to take lead role in tackling terrorism, has 'very good interaction' with Merkel



Prime Minister Narendra Modi said on Monday he "had a very good interaction" with German Chancellor Angela Merkel as he met the leader at her country retreat near Berlin for informal talks.
Modi, who arrived in Berlin earlier in the day to start his six-day, four-nation tour of Germany, Spain, Russia and France, also urged Europe to play a lead role in tackling the menace of terrorism.

During their meeting, Modi and Merkel enjoyed the sunshine with a walk in the grounds of Schloss Meseberg, an 18th century Baroque castle in the Brandenburg district of Germany which is the official state guest house of the German Chancellor.

"The bonds of a fruitful partnership. Chancellor Merkel receives Prime Minister Narendra Modi at Schloss Messeberg before a private dinner," said a ministry of external affairs statement alongside images of the two leaders in conversation in the luxurious gardens of the grand palace.

The meeting has been described as a very informal affair where the two leaders are believed to have discussed issues of mutual interest, with the more formal engagements of Modi's two-day visit to Germany set to kick off on Tuesday.

Meanwhile, Modi's accompanying delegation of senior ministers, including commerce minister Nirmala Sitharaman, energy minister Piyush Goyal, and MoS for external Affairs M J Akbar, are also holding talks with their German counterparts.

In an interview with the German newspaper, 'Handelsblatt', Modi said: "Europe has been hit hard by terrorism. To our mind, terrorism is the gravest challenge facing humanity. Europe must play a lead role in developing an effective global response under the aegis of the United Nations to deal with this menace".

On Indo-German ties, he said India sees Germany as an important partner in the national flagship programmes of Make in India, Skill India, Start-up India, Clean India and Smart Cities.

In reference to Germany as the host of the G20 summit in Hamburg in July, Modi offered India's full support for a successful outcome.

"The G20 has emerged as a premier forum for coordination on international and financial matters. Our expectation is that G20 would be able to enhance global growth," he noted.

Modi is set for a ceremonial welcome at the Chancellery, the office of the German Chancellor, following which he will hold formal talks with Merkel as part of the India-Germany Intergovernmental Consultations [IGC] on Tuesday.

The two leaders are expected to clinch a host of agreements and, in the PM's own words, "chart out a future roadmap of cooperation with focus on trade and investment, security and counter-terrorism, innovation and science and technology, skill development, urban infrastructure, railways and civil aviation, clean energy, development cooperation, health and alternative medicine".

Modi and Chancellor Merkel will also conduct a meeting with senior business leaders before inaugurating the Indo- German Business Forum on Tuesday.

Modi will end his German tour with a courtesy call on German President, Dr Frank-Walter Steinmeier, at his official residence of Castle Bellevue before leaving for Spain Tuesday evening.

'Be cautious, exercise restraint': China's message after Modi visits NE to launch India's longest bridge



China asked India on Monday to be "cautious" and exercise "restraint" over building infrastructure in Arunachal Pradesh, days after Prime Narendra Modi launched the country's longest bridge linking Assam with the state claimed by Beijing.

"We hope India adopts a cautious and restrained attitude on the issue before the final settlement of the border issue with China to jointly control disputes, safeguard peace and tranquillity in the border areas," the Chinese foreign ministry said.

"China's position on the eastern section of the Sino-Indian border areas is consistent and clear," a statement in Chinese said.

Modi last week opened the country's longest bridge over Brahmaputra river that connects Assam's easternmost region with Arunachal Pradesh, claimed and dubbed by China as South Tibet.

"China and India should resolve territorial disputes through negotiations and consultations between the two countries," the foreign ministry said.

China and India have a dragging border dispute.

The 9.2km Dhola-Sadiya bridge will cut the distance and travel time between Assam and Arunachal Pradesh by 165km and five hours.

Analysts say the bridge will ensure swift movement of Indian troops in Arunachal Pradesh, which, therefore, will bolster India's defence along the China border.

China and India fought a brief war in 1962 when the Chinese entered Arunachal Pradesh and unilaterally declared a ceasefire after withdrawing to the McMahon Line.

Since then Indian and Chinese troops have had several skirmishes.

China has long been building infrastructure along the border unlike India, which, experts say, avoided building roads in the region, fearing a repeat of the 1962 war when the People's Liberation Army troops entered Assam.

Cattle trade rules: Buffaloes may go off 'no slaughter' list after protests



The Centre is understood to be having a rethink on its order restricting the sale of animals, including cows and buffaloes, for slaughter following the stiff opposition from some states, including Kerala.
The government is likely to exempt buffaloes from the 'no slaughter' list, an official said on Monday.

"We have received some representations over the list of animals included (in the new cattle slaughter rules). We are working on it," AN Jha, secretary in the union environment ministry, told IANS.

The environment ministry, on May 26, modified the rules to prevent cruelty to animals, making it mandatory to ensure that cattle are not bought or sold for slaughtering.

The list of animals that cannot be bought or sold for slaughter through cattle markets includes cows, bulls, buffaloes, heifers, calves and camels.

However, a day after notifying the modifications, the ministry said that the animals for the purpose of slaughtering could be procured directly from the farmers at their respective farms.

After notifying the Prevention of Cruelty to Animal (Regulation of Livestock Markets) Rules-2017, the ministry clarified that the aim was to regulate the animal market and prevent cruelty to animals.
To ensure the rules are implemented, undertakings would have to be taken in the market by the 'District Animal Market Monitoring Committee' at the district level and the 'Animal Market Committee' at the local level.

Ever since the notification of the modified rules, there have been widespread protests against the new norms in various states, especially Kerala. Youth Congress activists took to the streets in the state, but caused outrage by publicly slaughtering an ox during one such protest.

The state's ruling Communist Party of India-Marxist held over 300 "beef festivals" across Kerala where cooked beef was served.

Kerala is one of the states in the country where cow slaughter is not banned.

Pakistan says ICJ won't free Kulbushan Jadhav, not answerable on death sentence



Pakistan is not answerable to anyone about the death sentence given to Indian national Kulbushan Jadhav and the ICJ will not release or acquit him, members of the legal team representing Islamabad at the world court said on Monday.

Attorney general Ashtar Ausaf Ali described the former naval officer as an "Indian agent" and said Pakistan has "important information" against him that will be presented to the International Court of Justice.

Khawar Qureshi, the London-based lawyer who is part of Pakistan's legal team, said the ICJ will not free or acquit Jadhav, who was sentenced to death by a military court for alleged involvement in spying and subversive activities.

"Let me make it very clear.Commander Jadhav is not going anywhere. He is not going to be released or acquitted. The ICJ will never release him or acquit him," Qureshi told the media after a meeting with the attorney general.

He said India had "wrongly claimed victory" after the Hague-based court "temporarily" stayed Jadhav's execution. "You are making something out of nothing," he told reporters.

The attorney general told the media that Pakistan was satisfied with the handling of Jadhav's arrest and punishment. Pakistan, he said, was "not answerable in front of anyone" about the death sentence given to Jadhav.

Ali also said Pakistan's stance had not been rejected by the ICJ and the interim verdict was not a "defeat or victory of any country".

Qureshi, who had been widely criticised by Pakistan's opposition parties for his handling of the case, said the media should "behave responsibly" and "give Pakistani officials the respect they deserve".

"The problem seems to be that this case is more about political point-scoring than about the law," he said. The Foreign Office will issue a detailed statement about Jadhav's case, he added.

Following the criticism of Qureshi, the attorney general said he personally represent Pakistan at future hearings in the ICJ. Qureshi was also criticised for being paid £50,000 whereas Harish Salve, the lead counsel for India, had taken up Jadhav's case for a token payment of one rupee.

Jadhav, 46, was sentenced to death by a Pakistani military court on charges of involvement in espionage and terrorist activities. The ICJ stayed his execution on May 18.
India has dismissed the charges against Jadhav and said he was kidnapped from Chabahar port in Iran, where he was engaged in business.

Several Pakistani ministers, including interior minister Chaudhry Nisar Ali Khan, have said Jadhav's case will be taken to its "logical conclusion" according to the country's laws and Constitution.
While replying to a query, the attorney general said Pakistan's courts had provided justice to Indian woman Uzma Ahmed, who was forced to marry a Pakistani man at gun point. She was allowed by Islamabad High Court to return to India.

IAF's Sukhoi-30 jet crash: Black box recovered



The black box of the Sukhoi-30 MKI fighter jet that went missing with two pilots on board has been recovered from a dense forest in Arunachal Pradesh, two days after wreckage of the plane was sighted. However, the fate of the crew is not yet known.

"A ground search and rescue party has reached the crash site. The black box of the aircraft has been recovered. Further search is in progress," IAF spokesperson Wing Commander Anupam Banerjee said in Delhi. The identity of the missing pilots has not been disclosed and the worst is feared.

The jet had gone missing shortly after taking off from Tezpur Air Force station on Tuesday on a routine training sortie and its wreckage was found on Friday in a dense forest, 60 km from Tezpur airbase. The Indian Air Force has already ordered a court of inquiry into the crash.

The wreckage was spotted from air, and search teams reached the crash site today only. The rescue teams could not reach the spot earlier due to inclement weather and because the area had dense foliage. The plane was part of a two-aircraft formation when it went missing.

The first batch of the Russia-made fighter jet was inducted by the IAF in the late 1990s. Since their induction, seven crashes have taken place. A frontline fighter jet, SU-30 MKI aircraft were deployed in the Tezpur airbase on June 15, 2009 for guarding the Sino- India frontier in Arunachal Pradesh. At present, two squadrons comprising around 36 aircraft are deployed at Tezpur.

Army chief Gen Rawat on Kashmir crisis: 'You fight a dirty war with innovations'


The Indian Army is facing a "dirty war" in Jammu and Kashmir which has to be fought through "innovative" ways, army chief Gen Bipin Rawat has said, stoutly defending the use of a Kashmiri as a 'human shield' by a young officer.

In an exclusive interaction with PTI, Rawat said the main objective of awarding Major Leetul Gogoi, when a Court of Inquiry was finalising its probe into the incident, was to boost the morale of young officers of the force who are operating in a very difficult environment in the militancy- infested state.
"This is a proxy war and proxy war is a dirty war. It is played in a dirty way. The rules of engagements are there when the adversary comes face-to-face and fights with you. It is a dirty war.... That is where innovation comes in. You fight a dirty war with innovations," Rawat said.

The Army Chief's Commendation medal to Gogoi, who had tied a man to an army jeep and used him as a human shield from stone throwers last month was criticised by human rights activists, Kashmiri groups and by a few retired army generals. A video of the incident had triggered a row with many condemning it.
Gogoi was awarded for his sustained efforts in counter- insurgency operations.

"People are throwing stones at us, people are throwing petrol bombs at us. If my men ask me what do we do, should I say, just wait and die? I will come with a nice coffin with a national flag and I will send your bodies home with honour. Is it what I am supposed to tell them as chief? I have to maintain the morale of my troops who are operating there," Gen Rawat said.

Talking about the complexity of the security challenge in the state, he suggested it would have been easier for the armed forces if the protesters were firing weapons instead of throwing stones.
"In fact, I wish these people, instead of throwing stones at us, were firing weapons at us. Then I would have been happy. Then I could do what I (want to do)," he said.

Gen Rawat, who had served in Jammu and Kashmir extensively, said if people in any country lose fear of the army, then the country is doomed.

"Adversaries must be afraid of you and at the same time your people must be afraid of you. We are a friendly army, but when we are called to restore law and order, people have to be afraid of us," he said.

At the same time, he asserted that maximum restraint is being maintained while handling the situation in the Valley.

Gen Rawat said that as the Army chief, it was his duty to lift the morale of the army personnel in Jammu and Kashmir and he did it by awarding Major Gogoi.

"As Army Chief my concern is morale of the Army. That is my job. I am far away from the battle field. I cannot influence the situation there. I can only tell the boys that I am with you. I always tell my people, things will go wrong, but if things have gone wrong and you did not have malafide intent, I am there," he said.
Gen Rawat said there was a ploy to break the trust between various security forces, and Major Gogoi could not have refused to provide security when polling agents had sought security assistance.
"Tomorrow elections have to be held in Anantnag and similar things may happen. If the army does not respond to call for assistance, then the trust between the people whom we are protecting, police and army will break.
"That is something I cannot allow to happen. This is what the militants want. It can create a divide between the army and other security forces," he said.

The Army Chief said he had a broad idea about what was going on in the Court of Inquiry into the Gogoi incident, and that is why he went ahead with awarding the Major. "I know what is happening in the COI. It is being finalised. What do we punish him for."

He said armed forces have the right of self defence and Major Gogoi could have opted for firing at the crowd but he chose not to resort to it.

Farooq Dar, who was tied to the jeep, says he is not a militant or a stone thrower, and was only returning home after casting his vote in the by-election when he was hauled away. He says he still suffers from physical and mental trauma after being paraded on the jeep's bonnet with a sign slung around his neck, warning stone pelters of the consequences.

The Army Chief said just four districts of South Kashmir were disturbed and it was incorrect to say that entire Kashmir has gone out of control.

"It will have to be a composite solution. Everybody will have to get involved. Army's role is to ensure that violence does not take place and the common man who is not indulging in this (violence) is protected," he said, when asked about the solution to the Kashmir issue.

He also emphasised on the need for taking harsh measures to stop infiltration and counter-terrorism.
The Army Chief also wondered why not much noise was made when young army officer Lt Umar Fayaz was killed by militants when he was on leave.

Asked whether there should be a political initiative to reach out to the Kashmiri people, the Army Chief said it was for the government to decide, adding such initiatives were taken in the past as well.
"Has political initiative not been taken in the past? What was the result, you had Kargil...," he said.
To a separate question, the Army Chief said he does not anticipate a "limited war" with Pakistan.

Gujarat CM downplays concerns over keeping Zika infection report under wraps


Gujarat chief minister Vijay Rupani on Sunday turned to damage control mode after having kept the Zika outbreak report in Ahmedabad under wraps for over a year.

The World Health Organisation (WHO) had reported on Saturday about the ZIka infections in 2016-17.
Rupani tried to play down the scare saying the cases were reported a long time ago and his government took the measures to check the spread of the dreaded virus in the state.

"The government has taken all the precautions to deal with the issue. These cases came to light a long time ago and the government has taken strict actions to ensure that the virus doesn't spread," Rupani told reporters at Kheda

Later in the day chief secretary J N Singh too took adopted a similar line. "There is no need to panic,'' he said.

Singh said one case at Ahmeadbad Civil Hospital was reported on November 9, 2016 when at time of delivering child, a 34-year-old woman had reported fever. Her blood samples, which were tested negative for malaria and chikungunya at B J Medical College and Hospital, were sent to NIV Pune for further tests and reports came out positive for Zika virus on November 14.

In addition to this during the period of January 6 to January 12, 2017, in ante natal clinic 111 blood samples were collected. Out of these samples of 22-year-old pregnant woman was found to be positive for Zika virus.

The woman had delivered a normal baby. During February 10 to February 16, a survey of acute febrile illness was undertaken and 93 blood samples were collected and 64-year-old male patient was tested positive for Zika virus.

"All three were isolated cases," added Singh.

The government maintained that intensified surveillance and preventive actions were undertaken in East Zone at Bapunagar area, from where three cases were reported,
from January 7 to January 12, 2017. It said that in addition to the teams from Ahmedabad Municipal Corporation, 100 primary health workers were deputed from nearby five districts for fever surveillance and source reduction activities.

During the five days of the survey, 25,500 houses and 1.25 lakh people were covered. Indoor fogging, anti-larval activities and health education were carried out during house to house campaign. Also, 94 blood samples were collected, which were found to be negative for malaria, dengue and chickungunya. The similar exercise has also been carried out for West Zone.

The government said 300 Aedes mosquitoes were collected and sent for testing at NIV, Pune and NIMR Delhi, which were found to be negative for Zika virus as well as for other mosquito caused diseases.

CBSE Class 12 results: Why outstation students have better chance of entering DU


Going by the Class 12 results of the Central Board of Secondary Education (CBSE), students from other states stand a better chance of gaining admission to Delhi University than their counterparts in the city.

More students from other states - clubbed under the all-India region category - secured 95% and above than those from Delhi, as per CBSE results.

For instance, just 2,326 students from the city scored beyond that mark this year, as compared to 2,927 in the previous one. In stark contrast, the number of all-India region students (including Delhi) who scored as much went up from 9,351 in 2016 to 10,091 this year.

According to sources, students from other states will have a better chance of making it to Delhi University because the first cut-offs at the university is traditionally on the higher side.

This assumes significance in the light of Delhi University - being a central institution - not according any special reservation to local students. State universities, on the other hand, offer quota or relaxation in marks to students from domestic zones.

"Students of the all-India region category have performed better than those from Delhi. The CBSE doesn't carry out moderation above 95%, so these marks are exactly what the students scored," said a senior CBSE official.
The state BJP had recently asked Delhi University vice-chancellor Yogesh Tyagi to reserve seats for students from the city. However, the demand was shot down.

"We use the same yardstick to judge students from all boards, and admission is given strictly on merit. Students from all states are welcome here," said a varsity official.

Nearly 82% students - a notch lower than last year - cleared the Class 12 board examination in 2017, the results of which were declared on Sunday. Board officials said the pass percentage for the Delhi region, at 86.45, was higher than the national standard.

Last year, as many as 87.01% students cleared the exam in the region.

Nearly 11 lakh candidates registered for the Class 12 exams, which were held between March 9 and April 29, against 10,67,900 students last year.

Massive waste management campaign to be launched in 4000 cities on June 5: PM


A massive waste management campaign will be launched in 4000 cities across the country on June 5, the World Environment Day, Prime Minister Narendra Modi announced today.

Under the campaign, waste bins of blue and green colours would be distributed in these cities along with an awareness drive.

"I have a firm belief that we will develop a culture and the new steps that we take towards achieving cleanliness will continue. Only then will we achieve the dream of Gandhiji, achieve the kind of cleanliness that he had dreamt of," Modi said in his monthly radio programme 'Mann Ki Baat'.

He said the central government, in association with the state governments and municipal representatives, will launch a "massive and important campaign of waste management" in 4000 cities on the occasion of World Environment Day on June 5.

"Two types of waste bins will be available -- one of green colour and the other blue coloure.... If we follow discipline, then the waste bins that are going to be placed in these 4000 cities will collect dry garbage in blue waste bins and liquid garbage in green waste bins," Modi said.

He explained what kind of waste should be put in green colour bins and what in blue colour bins.

The prime minister, who has been driving the 'Swachh Bharat' campaign for over two years, said that even if a single individual decides, a huge public campaign can be built.

In this context, he referred to one such cleanliness drive on the Versova beach in Mumbai. "You must have heard that the Versova beach in Mumbai, which was infamous for its filth, has now transformed into a clean and beautiful beach. People toiled for about 80-90 weeks, extracting thousands of tonnes of waste and today Versova beach is clean and beautiful," he said.

Modi said this mission was started by one Afroz Shah in October 2015 and gradually people joined it. "For this outstanding work, United Nations Environment Programme (UNEP) awarded 'Champion of the Earth' Award to Sh. Afroz Shah, and thus he has become the first Indian to achieve this distinction," the prime minister said.

In the context of cleanliness, the prime minister said Reasi block, a far-flung area of Jammu and Kashmir, has been declared as 'open defecation free' and hailed the people, particularly women, and administrators of the area for it.

Man asked to stay 3 days of week with first wife, next three days with second


In a bizarre case, which has few precedents, a man charged with bigamy has been asked by the cops to stay for first three days of a week with his first wife while another three days with the second wife. The seventh day he will have to stay alone.

Sounds outlandish, but this is the compromise formula that has been reached between the two 'warring wives' Meena and Pooja, both of whom claim to be legally-wedded to Arun Kumar.

Born in Buxar's Raghunathpur, Arun runs a nursing home in Patna's Phulwarisharif area. In an 11-hour high-voltage drama at Phulwarisharif police station, the two women authoritatively claimed before the police that Arun was their husband. While the first wife said he married her in 1996 and had grown-up children, the second wife Pooja (of Lakhisarai district) produced photographs, videos and voice clips to buttress her point.

"When he married me, I was unaware that he is already married," Pooja complained to the police, even though Arun kept insisting that she was only an 'acquaintance', and not a wife. An infuriated Pooja then threatened that if he continued to lie, she would ensure that he is sent behind bars. This made Arun relent and admit that she was his second wife.

As the verbal 'slugfest' continued between the two women, the police remained clueless for about 11 hours how to amicably settle the matter. Eventually, the fight which started in the police station at 10 am ended at 9 pm when the cops were able to help the two women reach an understanding. The two 'wives' gave it in writing that they were agreeable to the proposal that Arun will stay with his first wife Meena for the first three days in the week, and the next three days with Pooja. "The remaining one day, Arun will stay alone," said the police source.

ISRO braces to tame monster rocket that could launch Indians into space



An indigenous rocket as heavy as 200 full-grown Asian elephants could well be the one taking "Indians into space from Indian soil" as the country inches closer to joining the big boy's space club.

Standing tall on the rocket port at Sriharikota in Andhra Pradesh is the country's latest rocket called the Geosynchronous Satellite Launch Vehicle Mark III (GSLV Mk- III), the heaviest rocket ever made by India that is capable of carrying the heaviest satellites till now.

The Indian Space Research Organisation (ISRO) enters into a bold new world muscling its way to make its mark in the world's heavy weight multi-billion dollar launch market. "We are pushing ourselves to the limits to ensure that this new fully self-reliant Indian rocket succeeds in its maiden launch," ISRO chairman A S Kiran Kumar said. 

It is the maiden experimental launch of GSLV-Mk III earlier named Launch Vehicle Mark-3, but if all goes on well in a decade or after a slew of at least half a dozen successful launches, this rocket could be India's vehicle of choice to launch "Indians into space, from Indian soil using Indian rockets".

This heavy lift rocket is capable of placing up to 8 tons in a low Earth orbit, enough to carry India's crew module. ISRO has already prepared plans of hoisting a 2-3 member human crew into space as soon as the government gives it a sanction of about 3-4 billion dollars.

If the human venture materialises, India would become only the fourth country after Russia, the US and China to have a human space flight program. Incidentally ISRO asserts the first Indian to go into space could well be a woman!

"In principle, it will be the GSLV Mk-3 or its variant that will be human rated in future," Kumar confirms.

In the intense pre-monsoon heat, India's rocket port is buzzing with feverish activity as engineers from the Indian space agency get set to launch an all new indigenously-made rocket. It is the heaviest fully-functional rocket to reach the launch pad weighing 640 tons or almost 5 times the weight of a fully loaded Jumbo Jet airplane.

The new rocket is capable of carrying satellites of four ton class into the geosynchronous orbit and opens a whole new window through which ISRO can now explore the universe. It is estimated that the new rocket costs a whopping Rs 300 crore but the country would end up saving almost as much when an Indian launcher is used to place New Delhi's communication satellites.

Today India uses the French Ariane-5 rocket launched from Kourou in South America to place its heavy 4 ton class of communication satellites. Kumar asserts that the GSLV-Mk III is a rocket designed and made in India from scratch and hence engineers from ISRO are very keen to tame this new monster in its very first attempt.

Not an easy task, since India's track record suggests that maiden launches of its rockets often end up in failure.

The Polar Satellite Launch Vehicle (PSLV) failed on its maiden launch in 1993 and since then it has had 38 consecutively successful launches and the Geosynchronous Satellite Launch Vehicle Mk-1 (GSLV Mk-1) failed in 2001 and since then it has 11 launches with half of them successful.

Space fairing is a very risky business and all nations the US, France and Japan and even the new private companies have had failures in recent times like the spectacular Falcon-9 rocket in 2016. Hopefully, the GSLV-Mk III will break that jinx.

India already has two operational rockets -- the workhorse PSLV that can hoist satellites of 1.5 tons into space and was the preferred vehicle for India's maiden mission to Moon and Mars.

The second -- the Geosynchronous Satellite Launch Vehicle Mark II can hoist 2 ton class of satellites and because of its repeated failures it was dubbed 'the naughty boy of ISRO'.

Between them, ISRO has done 50 launches and recently even earned a world record by successfully placing 104 satellites in orbit. The new GSLV-Mk III is an all new vehicle designed and developed in India and in 2014 a sub-orbital successful test of this vehicle was conducted to understand how it performs in the atmosphere.

The rocket never went into space but helped test India's future astronaut capsule. It had a dummy cryogenic engine and was a single stage vehicle.

Even though the GSLV-Mk III is 43-m-tall, making it the shortest of the three big Indian rockets, it carries a huge punch as it weighs almost 1.5 times heavier than India's next biggest rocket the GSLV Mk-2 and almost twice as heavy as India's PSLV. This monster rocket has an elegant design and is capable of carrying loads equal to the weight of two sports utility vehicles or SUVs into space.

The massive first stage along with strap-on boosters weighs 610 tons and comprises multiple engines all firing nearly simultaneously. It is the second stage which is all together a new animal for this mammoth rocket, it is a novel Indian cryogenic engine that weighs about 30 tons.

The new cryogenic engine is being tested on a fully functional rocket for the first time and it is the development of this technology that uses liquid oxygen and liquid hydrogen as propellant is what took more than 15 years for Indians to master.

There is a lot of excitement at the rocket port as Kumar says "a whole new rocket and an entirely new class of a high through put satellite system is all set to be launched".

Couple marries after five decades of 'live-in' relationship



It was certainly a marriage with a difference for it was solemnised more than five decades of 'live-in' relationship and among the wedding guests were the couple's grandsons, granddaughters and sons-in-law.

Bhanpur village in Uttar Pradesh's Barabanki district, about 40 kilometres from here, was witness to a unique marriage on Saturday when 75-year old Sukru Rawat and 62-year old Rajpata Devi tied the nuptial knot in a grand ceremony.

Accompanied by the band, which played Bollywood songs, the wedding party with the septuagenarian groom went round the village before reaching the house of Sukru. After all, he was both the host and the guest. The brothers of Rajpata Devi were also in attendance on this occasion.

Sukru had made elaborate arrangements for the occasion. He had sent invitations to the village panchayat chief and other people's representatives. Besides the invited guests, a large number of curious onlookers also witnessed the wedding ceremony.

According to the reports Sukru, a farmer had been living with Rajpata Devi for the past over fifty years as husband and wife though they never formally married. The two had met at a social function and had fallen in love.The couple has five children, all of whom were married.

''I had thought of formally marrying her (Rajpata) on several occasions but it never materialised...sometimes I did not have money...it also sometimes occurred to me that there was no need,'' Sukru said.

A Sukru neared the evening of his life, he felt the need to formally marry Rajpata. ''I feel relieved now,'' he said.

Police trying to hush up case, says Jewar gang rape victim



One of the four women, who were allegedly gang-raped on the Jewar-Bulandshahr road off the Yamuna Expressway, has accused the police of trying to hush up the case and making false statements against the victims.

District Magistrtae B N Singh, SSP Love Kumar and Chief Medical Officer Dr Anurag Bhargava had in a joint press conference on Friday ruled out allegations of rape, citing preliminary medical examination reports.

The women yesterday recorded their statement before the additional chief judicial magistrate. Sources said the four in their statements reiterated that they were raped.

The shocking incident had taken place on Thursday night when eight persons of a family were travelling to Bulandshahr to meet a relative at a hospital.

The women had alleged that a group of five criminals raped them at gunpoint in a field off the Yamuna Expressway and one of the four men travelling with them was shot dead when he objected to the sexual assault.

"It is disgusting that the police are trying to hush up the case and making false statements against us instead of arresting the culprits," one of the women said.

"What was the need for making the initial medical report public? Why would we lie? The police are insensitive," she said.

Union minister and Gautam Budh Nagar MP Mahesh Sharma yesterday visited the victims at their residence and assured them help. A three-member National Commission for Women team visited the area where the incident took place and also met the victims.

The team met the district magistrate, the SSP and the CMO. They enquired about the police probe and steps being taken by the administration to help the victims.

Modi to embark on 4-nation tour on Monday


New Delhi, May 28: Prime Minister Narendra Modi on Sunday said his four-nation tour of Germany, Spain, Russia and France beginning on Monday is aimed at boosting India's economic engagement with these nations and inviting more investment.

In the first leg of his six-day trip, he will visit Germany, where he will hold talks with Chancellor Angela Merkel under the framework of India-Germany Intergovernmental Consultations (IGC). He will also call on German President Frank-Walter Steinmeier.

Modi said he and Merkel will 'chart out a future roadmap of cooperation with focus on trade and investment, security and counter-terrorism, innovation and science and technology, skill development, urban infrastructure, railways and civil aviation, clean energy, development cooperation, health and alternative medicine.'

Describing Germany as a valuable partner, the prime minister said, 'German competencies fit well with my vision for India's transformation.' In Berlin, Modi and Merkel will also interact with top business leaders of both the countries to further strengthen the trade and investment ties.

'I am confident that this visit will open a new chapter in our bilateral cooperation with Germany and further deepen our Strategic Partnership,' he said in a Facebook post.

On Tuesday, Modi will travel to Spain for an official visit, the first by an Indian prime minister in almost three decades. He will call on King Felipe VI and hold talks with President Mariano Rajoy.
'We will discuss ways to enhance bilateral engagement, especially in the economic sphere, and cooperation on international issues of common concern, particularly in combating terrorism,' he said.

The prime minister said there is significant potential for deepening bilateral trade and investment ties.
'We seek active participation of Spanish industry in various Indian projects including infrastructure, smart cities, digital economy, renewable energy, defence and tourism,' he added. He will also meet top CEOs of the Spanish industry and encourage them to partner in the 'Make in India' initiative.
'I look forward to their valuable recommendations for strengthening India-Spain economic partnership,' he wrote.

From Spain, the prime minister will travel to St. Petersburg in Russia from May 31 to June 2 for the 18th India-Russia Annual Summit.

'...I will be conducting detailed discussions with President Putin to take forward our dialogue from the last Summit in Goa in October 2016,' he said.

The two leaders will also be interacting with CEOs from the two countries. On June 2, Modi and Putin will address the St. Petersburg International Economic Forum (SPIEF) where India is the 'guest country'.

'In a first meeting of its kind, I will also have the opportunity to engage with Governors from various Russian regions to further broad base bilateral cooperation and more actively involve States/Regions and other diversified stakeholders,' he said.

At the beginning of his visit, he will go to Piskarovskoye Cemetery to pay homage to those who perished during the siege of Leningrad. He will also visit the world famous State Hermitage Museum and the Institute of Oriental manuscripts.

'I greatly look forward to my visit to St. Petersburg in this special year for the bilateral relationship as both countries celebrate the 70th Anniversary of our diplomatic relations,' Modi said.

In the last leg of the tour, he will visit France from June 2 to 3 for an official meeting with the newly-elected French President Emmanuel Macron.

'France is one of our most important Strategic Partners. I look forward to meeting President Macron and have discussions on issues of mutual interest,' Modi said.

'I would be exchanging views with the French President on important global issues including UN Security Council reforms and India’s permanent membership of the UN Security Council, India’s membership of the various multilateral export control regimes, counter-terrorism cooperation, collaboration on climate change and International Solar Alliance,' he added.

France is India's 9th largest investment partner and a key partner in its development initiatives in the area of defence, space, nuclear and renewable energy, urban development and railways. 'I am committed to substantially strengthening and advancing our multi-faceted partnership with France,' the prime minister said.

Mumbai: Man gives triple talaq to wife as she switched off fan while he was sleeping



In a bizarre case, a Mumbai taxi driver gave triple talaq to his wife as she reportedly switched off the fan while he was sleeping.

The incident took place three years ago but came to light only after the 65-year-old man moved a 'Public Complaint Center' for family disputes in Pydhonie, Mumbai. The man has now filed a complaint against his wife, stating her refusal to leave his house despite the divorce three years ago. The wife, however, has claimed that the fan was switched off by their daughter.

Speaking to India Today, the 55-year-old woman said, "He was sleeping when I asked him to get vegetables from the market. As the fan was making too much noise and he was not waking up, our daughter switched off the fan and tried to wake him up. He woke up and left the house. He came back with a neighbour and uttered talaq thrice."

Chief organiser of the 'Public Complaint Center' Abdul Razzak Maniyar said that though the practice of triple talaq has been misused, it should not be abolished.

"It is true that the practice of triple talaq has been misused. There is lack of education among the Muslim community. We are trying to create awareness for decades now. However, this doesn't mean that the law should be abolished. Action should be taken against people misusing it," said Maniyar.
The Supreme Court recently concluded the hearing on triple talaq and reserved its verdict on the constitutional validity of the practice.

Pak funding case: NIA summons 2 Kashmiri separatists for questioning tomorrow



The National Investigation Agency (NIA) has summoned two Kashmiri separatist leaders to its headquarters in Delhi on Monday in connection with a case related to the funding of terror and subversive activities in Jammu and Kashmir.

Farooq Ahmad Dar alias 'Bitta Karate' and Javed Ahmed Baba alias 'Gazi' of Tehreek-e-Hurriyat have been asked to bring certain bank and property documents, besides other papers by the investigating agency. The NIA team hadfor four consecutive days earlier this month.

The questioning comes after the central probe agency, formed in the wake of the 26/11 Mumbai attacks, named Pakistan-based Lashker-e-Taiba chief Hafeez Saeed, hardline Kashmiri separatist Syed Ali Shah Geelani and Jammu and National Front chairman Nayeem Khan in a Preliminary Enquiry (PE). Khan has since been suspended from the Geelani-led Hurriyat Conference.

The case is based on a sting operation, aired on a news channel, in which Khan was purportedly shown confessing to receiving money from Pakistan-based terror groups through hawala channels.

Dar alias 'Bitta Karate' and Baba alias 'Gazi', who are also named in the PE, will be again questioned for their alleged involvement in raising, collecting and transferring funds through hawala and other channels for terror funding in Kashmir as well as fuelling unrest and promoting stone-pelting in the Valley.

The NIA has also collected details of 13 accused charge- sheeted so far in the Valley in recent cases related to causing damage to schools and public property as part of a "larger conspiracy to perpetuate chaos" in Kashmir.

During their stay in Srinagar, the NIA team, headed by its additional director general, also gathered evidence collected by the Jammu and Kashmir Police about the burning of schools. Khan had allegedly claimed in the sting operation that the educational institutions had been targeted under plans hatched in Pakistan.

The schools were damaged last year after banned Hizbul Mujahideen terrorist Burhan Wani was killed in an encounter with security forces on July 8.

The NIA's PE alleged that the separatists were receiving funds from the LeT chief to carry out subversive activities in the Kashmir Valley, including pelting security forces with stones, damaging public property and burning schools and other government establishments.

Meghalaya: Crude bombs hurled Shillong, 2 arrested so far



Shillong, May 28: Crude bombs were hurled in several areas of the Meghalaya capital on Saturday night while two arrests were made in connection with attack on a railway construction site in Ri-Bhoi district, officials said.

The crude bombs were hurled at Laban, Nongmynsong, Rynjah and Lumdiengjri areas of the state capital till the early hours on Sunday, in which a government vehicle was damaged. At around 9 pm last night, miscreants tried to lob a petrol bomb at a social welfare office at Laban and hurled another bomb at Rynjah police station, an hour later but no damages were reported, a senior district police officer said.

In Ri-Bhoi district, petrol pumps have been directed not to sell loose petrol and all heads of government departments advised to take steps to protect government property, district deputy commissioner C P Gotmare told PTI.

'Of the hundreds of activists who made a surprise attack at a Railway construction site at Ronghana village in Ri-Bhoi district yesterday, two persons were arrested for their involvement in leading the mob in the attack,' Gotmare said.

They were identified as Ferdynald Kharkamni, president of the Khasi Students Union (KSU) North Khasi Hills unit and Aibor Pliar, organizing secretary of KSU's Central body. The district administration is in the process of identifying all the members of the mob who were involved in the attack and appropriate action will be taken as per law of the land, he said.

Meanwhile, the KSU has denied having given any order for the attack.

'They categorically denied of claiming responsibility for the attack although they said the unit leaders were asked to go and inspect the railway construction sites,' Gotmare said.

Heavy machinery of the Railways were destroyed when a mob sprang a sudden attack at the site yesterday. Labourers' camps, four earthmovers, seven dumpers and a vibrator machine were damaged before the fire was doused by the police yesterday.

Gotmare, who held a meeting with the KSU central body leaders last night in the presence of the SP, said that the KSU was 'irked' by the construction which took place without getting a no objection certificate (NOC) from the tribal autonomous district council.

'I informed them that the land acquisition was undertaken when the old act was in place, according to which there was no need for getting such an NOC,' Gotmare said.

The KSU has openly aired its opposition to the construction of Railways in the Khasi Jaintia Hills region on the grounds that it would lead to influx of outsiders in the tribal state.

British police release CCTV footage of Manchester bomber Salman Abedi


Manchester: British police have released CCTV footage of Manchester bomber Salman Abedi on the night of the attack as thousands defied the terror threat to take part in the Great Manchester Run on Sunday.

Security was tight as 40,000 runners pounded Manchester's streets in the annual half marathon (21.1 km) a day after Prime Minister Theresa May lowered the terror threat level, which was hiked following Monday's carnage.

Investigators gave details of Abedi's last hours as they released photographs from security cameras showing the black-clad suicide bomber wearing jeans and trainers, a black bodywarmer and baseball cap, the straps of his backpack visible on his shoulders.

The 22-year-old, of Libyan origin, was born in the northwestern English city.

The police statement said one of the last places he went to was a "city centre flat and from there he left to make his way to the Manchester Arena" where the attack took place.

"The flat is highly relevant as a location which we believe may be the final assembly place for the device."

Two unarmed police officers remained on guard outside the entrance to Granby House, believed to contain the flat in question, according to an AFP correspondent at the scene.

"It is surprising because these people are just under your nose and you don't know it," said Harpreet Lota, a Manchester resident walking past the building.

In their latest operations, police detained two men, aged 20 and 22, in a raid in north Manchester early on Saturday.

Along with the 11 suspects in UK custody, police in Libya have detained Abedi's father and brother.
A third of those killed in Monday's bombing were children, and another 116 people were injured.
The attack, which has been claimed by the Islamic State jihadist group, targeted young fans at the end of a concert by US teen pop idol Ariana Grande.

British counter-terror chief Mark Rowley said Friday that police had captured "a large part of the network" linked to the bombing.

Explaining the decision to reduce the terror threat level from critical -- its highest level -- to severe, May said troops would also be withdrawn from the streets, another measure adopted after the bombing.

"We should be clear about what this means: A threat level of severe means an attack is highly likely, the country should remain vigilant," she said.

Operation Temperer, which involved the deployment of troops on patrol alongside police, will be wound down on Monday night, at the end of the bank holiday weekend.

"From midnight on Monday, there will be a well-planned and gradual withdrawal of members of the armed forces, who will return to normal duties," she said.

There was a highly-visible police presence as runners gathered on the start line for the Manchester run at 9.00 am.

Competitors fell silent as the clocks struck 9:00, followed by sustained applause as Oasis song "Don't Look Back In Anger" played over the tannoy, sparking a sing-a-long.

Impose governor's rule if Jammu and Kashmir is to be saved: Farooq Abdullah


Former Jammu and Kashmir chief minister Farooq Abdullah today called for the immediate imposition of governor's rule in the state, stressing that it was the only way to control tension in the country.

"We have never been promoters of governor's rule; we have always opposed it. But there is no other way," Abdullah, the newly elected MP from Srinagar, told PTI here.

The National Conference chief, who was recently called to New Delhi by Prime Minister Narendra Modi for a discussion on Kashmir, said Modi wanted a "peaceful end" to the situation in the state, reeling under unrest for months.

"I can't tell you what I discussed with the prime minister. All I can say is that he is concerned about the situation in the state and wants an end to it, a peaceful end to it," he said.

PDP GOVERNMENT HAS FAILED

The former chief minister, accusing the Mehbooba Mufti government of "failing on all fronts", said not just south Kashmir, the entire Valley was in the grip of "tragedies". "These tragedies are adding to communal tension in the rest of the nation. So the quicker we settle this problem, (the quicker) would we be able to control the fire which is coming to a boiling stage," Abdullah said.

He also appealed to fringe elements in the BJP to not make "any provocative statements" on Kashmir.
"Let there be one voice. When the prime minister himself wants peace, others should listen to that," he said.

MUFTI SHOULD RESIGN

He stressed the CM should have resigned on the day the Centre gave in writing to the Supreme Court that it would not talk to separatists. Mehbooba Mufti had repeatedly asked for talks with "all stakeholders" in Kashmir.

"That completely baffles me because the PDP-BJPs agenda says they will talk to all. So if that agenda is gone, what is Madam Mufti doing on the chair? Should she not say goodbye and walk out if she has any honour left?"

He pointed out he had resigned as CM when the V P Singh government posted Jagmohan as Kashmir's governor in 1990. "It is not the chair I love, it is the people," he said.

Asked why there was no end to Kashmir's unrest, he said the militancy of the nineties was different from that now.

"Today the movement is different, because of the false promise of PDP leader Mufti (Mohammed Sayed) Saheb when he went for the elections with the promise to keep BJP and the RSS out.

Unfortunately, at the end of the day he brought in the very people he had promised to keep away," he said.

"Part of this struggle is because of that vishwasghat (betrayal) -- the trust that you betrayed - has raised its head," he said. He pointed out that most of the unrest was in the south, which was Muftis stronghold.

RSS HAS ADDED TO UNREST

He said the RSS's hold over the state government had added fuel to the unrest.

"The only way forward today, if they want to save the state and its future with the nation, is to bring in Governors rule so that the functioning of the government can be impartial and steps are taken to win the hearts and minds of the people," he said.

"Keep the Assembly in suspended animation, and when things are brought round and people see a better, forward looking government, let the Assembly be restored," he said.

He added that in the two months of Governors rule in January last year, Kashmiris had seen "good" governance.

"It was during the short period of governors rule that flood relief money was disbursed to the poorest of the poor without any political favours," he said.

SEPARATISTS CANNOT BE IGNORED

Abdullah reacted angrily when asked why his statements were seen as pro-separatist whenever he was out of power.

"I have never wanted power. At least I never ran after power. If that was the case, wouldn't we have joined the BJP to form a coalition government when they asked us to?"

Further, he said, separatists could not be ignored.

"Are separatists not a part of the state? Are stone pelters not a part of the state? So if they are a part of the state, how can we ignore them and find justice for them?"

Abdullah reiterated that the states troubles would disappear once Governors rule was announced.
"Today they (PDP-BJP) is grabbing anyone and everyone who does not belong to their party, who have never picked up a stone in their hands; even their parents are pulled in and put into the lock up," he said.

"It is a witch-hunt, a total witch-hunt. That is why this unrest is not stopping," Abdullah said.
